Public school system special education services and staff development are critical to the success of these special ed children becoming contributing members of society. As a parent of a special needs child, I know from firsthand experience that the development of the individual education plan for a special needs child is all about the bottom-line cost of services delivery. Of course this is NEVER something that is vocalized or directly implied; however, it is fairly clear to those of us with experience in this area that public school administrators are groomed to work within specific parameters.
