Manchester property values jump nearly 50%

Triple deckers and commercial real estate up the most

The value of all property in Manchester increased by almost half — 48% ‑ over the past five years, according to preliminary data released by city officials on Oct. 13

The valuations, compiled due to a citywide revaluation, add up to $23.09 billion. The current value of city properties is $15.56 billion, which was based on assessments made during the city’s last revaluation.

Manchester property values went up nearly 50% in the latest assessment.

The city provided the data to the NH Business Review upon request.

Earlier this month, the city sent updated values to the owners of the 33,800 parcels of property in the city. The city also said the tax rate is expected to significantly drop in the face of the higher values.

But that doesn’t mean a property owner’s tax bill won’t go up. Revaluations shift the property tax burden. If an owner’s assessment increases more than that of the overall tax base, the revaluation will likely mean a tax increase next year.

Vision Government Solutions performed the revaluation for the city.

Assessors divide the tax base into several classes of property such as single-family homes, commercial property, industrial property and others.

Increases in nonresidential commercial property, industrial property and condos came in below the overall 48% increase in values. That means those classes will likely see less of a tax increase or even a tax cut.

The category of three-family apartment buildings saw the biggest increase —74% — followed by four-plus unit apartment buildings and complexes, which saw a 58% increase.

The total value of tax-exempt properties increased 35%, to $2.31 billion.

The city cautioned that these numbers are preliminary and will change as owners challenge their assessments.

An owner can challenge an assessment by logging onto www.vgsi.com/schedules. The deadline for doing so is Friday, Oct. 16.

Note: The accompanying chart does not list all property classes, most of which are of little aggregate value such as raw land, manufactured homes, and multiple use category.
