Caswell explains how CEDRs came about and how they correct for an economic development infrastructure in New Hampshire that’s not “tuned for deep collaboration and common direction.” The CEDRs, he says will help create a ground for collaboration so broad state economic development strategies can be implemented locally. They also dig into some ways Caswell says the state can bring more workers to New Hampshire.
