Downtown Keene infrastructure project gets an official start date

Keene’s downtown infrastructure project will tentatively break ground in Central Square on July 6, Keene’s public work director said last Wednesday.

Construction will begin with gas line replacement and then proceed to replacing water pipes beneath the square, according to Public Works Director Don Lussier.

The first phase of the project is set to end around Thanksgiving, Lussier said. Phase two, which includes parts of Main Street, is slated for next summer.

The $28 million undertaking will replace old pipes that run underneath Main Street and Central Square, some of which date back to the 1800s. It will also include some above-ground modifications, such as wider sidewalks and protected bike lanes. Central square is also slated to get new traffic signals in the first phase.

The project is projected to unfold over three years.

Lussier announced the start date at the first Q&A meeting at the Keene Transportation Center on Gilbo Avenue, which is the project’s headquarters for the next three years. The city plans to host similar gatherings monthly throughout the project.

Casella Construction is expected to work at Central Square Monday through Friday throughout the second half of the year from 7 a.m. to 5 p.m., according to Lussier, who said occasional overnight and Saturday work may also be needed. Construction on nights and weekends would require prior approval from the city manager, Lussier said.

Downing also previously said construction in the square is expected to unfold in sections, and the city will give business owners notice before work in each section starts. The city is also trying to minimize disruptions by giving businesses notice of utilities being shut off, according to Downing. In general, he said, each building will have one day without utilities, barring difficulties.

Central Square traffic will be reduced to one lane during the project, and at some points, vehicles would have to use parking spaces around the square as a lane, according to Lussier. According to Downing, sidewalks are expected to remain open.

The next monthly meeting is planned for July 8 at the Transportation Center. The meeting is scheduled for 9 a.m.
