Thomas Galligan, president of Colby-Sawyer-College in New London, is being called on once again to lend his expertise to the federal government's attempts to understand the legal scope and nature of the BP oil disaster in the Gulf of Mexico.

Galligan, an expert in maritime law and a former law professor at Louisiana State University,

will testify Tuesday as an expert witness in maritime law before the U.S. Senate Judiciary Committee about the oil spill in the Gulf and the potential impact of court decisions and liability caps on the behavior of major oil corporations.

Led by U.S. Sen. Patrick J. Leahy, D-Vt., the hearing will explore "The Risky Business of Big Oil: Have Recent Court Decisions and Liability Caps Encouraged Irresponsible Corporate Behavior?"

The hearing will begin at 10 a.m. in Washington, D.C.

Galligan testified May 27 before the U.S. House Judiciary Committee at a hearing that addressed legal liability issues stemming from the Gulf Coast oil spill. Also last month, he

co-chaired a Gulf Coast Oil Symposium in New Orleans. -- JEFF FEINGOLD/NEW HAMPSHIRE BUSINESS REVIEW
