On the heels of a U.S. House bill passed in September that granted a one-month reprieve, the Senate has passed S. 1929, extending the Small Business Innovation Research and the Small Business Technology Transfer programs through April 30, 2010.
“A six-month extension of the SBA and its programs – including the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs – ensures that the agency has the stability it needs to provide our innovators and job creators the assistance they need to remain successful,” said Sen. Mary L. Landrieu, D-La., chair of the Senate Committee on Small Business and Entrepreneurship.
Policy analysts said the bill will be sent to the House for review through the House Small Business Committee. After the committee has evaluated the bill, either making changes or approving as is, it will go to the entire House for a vote.
With other legislation of national priority being debated on Capitol Hill, primarily the myriad of health reform measures, analysts are unsure whether action for a long-term reauthorization will take place before the end of the year.
Eleven federal agencies – including the Department of Defense and National Science Foundation — participate in the SBIR, STTR and related programs, which provide millions of dollars in grants — with awards reaching upwards of $750,000 to individual businesses meeting specific criteria. — CINDY KIBBE/NEW HAMPSHIRE BUSINESS REVIEW
